Technical experience at M. Neils Engineering, Inc. includes design expertise in interior and exterior lighting and controls, daylighting, lighting of historic structures, street and area lighting, overhead and underground primary and secondary electrical distribution, uninterruptible and emergency power systems and photovoltaic power systems. The firm regularly designs building electrical systems including lighting, power systems, system controls, security systems, fire and life safety systems, telephone and data communication systems, nurse call systems and other low voltage systems and produces computer aided design and drafting (CADD) drawings.

Sustainable Design

M. Neils Engineering, Inc. has been committed since its inception to the principles of green buildings, applying efficient lighting designs, technology, daylighting, and controls in its projects, and educating other design professionals and owners in these techniques. Public safety buildings for the and City of Visalia Police Departments are recent examples of daylight and electric light integration. M. Neils Engineering, Inc. also has experience in integrating photovoltaic electric systems into two local projects, the Greater Sacramento Urban League and the Effie Yeaw Nature Center.  The firm has recent experience implementing State’s Excellence in Public Buildings Participation at the Metropolitan State Hospital School Building.  In addition, one project, the Woodland Police Facility, attained LEED certification as a sustainable building project.

Knowledge of Applicable Standards, Regulations, Codes and Technology

M. Neils Engineering, Inc. has experience performing peer review of other design firms with respect to compliance with electrical codes.  MNE has provided services to the Sacramento Municipal Utility District for reviewing electrical design plans for new and future buildings from an energy efficiency standpoint.  Michael Neils chaired the California Energy Commission Non-Residential Building Energy Standards (Title 24) Professional Advisory Group Lighting Subcommittee from 1986 through 1992.  Mr. Neils has provided expert testimony on electrical equipment installation compliance with building codes and standards, and has taught classes to other professionals, including architects and engineers, on electrical code issues.
